What changed in how the list is published
Until mid-2026 the Ministry published one list, titled "pre-approved service providers". The current page differs in three ways that matter to you:
- An accreditation number per provider. Six digits (121988 for Zoho Software Trading LLC, 197202 for SAP). This is the number you ask for in the contract and the one you verify.
- Two sections instead of one. The first is for fully accredited providers; the second, "under final accreditation assessment", is for providers that have completed pre-approval and are being tested in production. They may not run your invoices before full accreditation.
- A named contact per provider with an email and a phone. The Ministry knows who answers at each provider — and you can start with the official address instead of a "contact us" form.
The new names since August
Ten providers moved to full accreditation that were not on the August list. The ones that matter most to small and mid-size businesses:
| Provider | Accreditation no. | Why it matters |
|---|---|---|
| Zoho Software Trading LLC | 121988 | The most widely used cloud accounting system among UAE SMEs is now an accredited provider in its own right, not through an intermediary. |
| PACT Software Services | 129353 | A local ERP common in trading and distribution. |
| VATit Consultant Gulf (eezi) | 106062 | An international tax-compliance firm with its own invoicing product. |
| Citytech Software | 164921 | Mid-market solutions with local integrations. |
| KPI Suitetech | 142349 | A cloud finance platform. |
| Mac & Ross Chartered Accountants | 130476 | An accounting firm turned provider — the "your accountant is your ASP" model. |
| McBitss Technologies | 143578 | ERP integrations. |
| Namiri Technology (digitax) | 104802 | A UAE provider with a tax product. |
| Vostok Trading | 194753 | A local provider. |
| Webtel Technologies | 133108 | Prior experience with India's e-invoicing. |
The "under final assessment" section holds eight names, among them Wafeq (a widely used Arabic-first accounting system), Focus Softnet (ERP), BBIT Accqrate, Ardentax, Ravera, Veutel, Zennovate and JSR Tax Advisors. If your current system is one of these, ask your vendor for the expected date of full accreditation before you build your plan on it.
How to read and use the accreditation number
- Open the Ministry's official page (linked in the sources) and search for the legal name — not the brand. "ClearTax" is registered as Defmacro Software DMCC; "Pagero" as Pagero Gulf FZ-LLC.
- Ask the provider to write the accreditation number into the contract or the quotation.
- Confirm the provider is in the first section (fully accredited). A provider in the second section can sign with you today, but cannot run your invoices in production until fully accredited — and that is a risk to your deadline, not theirs.
What this means for your choice
With 54 providers in the market, choosing is a matching problem, not a scarcity problem. Three questions settle most cases: does it integrate out of the box with your current accounting system? Does it publish pricing, or give you a written per-invoice quote? Does it receive incoming invoices, not just send? Our directory filters the 54 by these questions and generates the question sheet you send before signing.
