The Ministry of Finance page carries two separate lists: 48 accredited providers you may appoint today, and 4 pre-approved providers still under final assessment, whom you may not. Together they make 52 — which is where the circulating figure comes from.
Why the distinction is legally material
Your obligation is not "work with an invoicing company". It is to appoint an accredited service provider within a fixed deadline. A provider still under assessment has not met accreditation, and appointing one does not discharge your obligation. Under Cabinet Decision 106 of 2025, failing to appoint an accredited provider in time carries AED 5,000 for every month of delay or part thereof.
Put plainly: contract today with a name from the pre-approved list, assume you are compliant, and you are not — not until that provider moves onto the first list, which it may never do.
Where the other circulating numbers came from
The list moves constantly, and most stale figures were correct on their date and wrong today:
- 38, 41 or 42: snapshots of the accredited count from earlier months in 2026, still published undated.
- 44: the accredited count before the final batch of August 2026 additions.
- 50: 38 accredited + 12 pre-approved from one intermediate snapshot.
- 52: both lists added together today — arithmetically right, practically misleading.
