No accounting system? Seven providers take your invoices through a web portal or an Excel file

Most talk about e-invoicing starts with "connect your system". But many small businesses invoice from Excel or Word. These are the accredited providers that list a web portal, file upload or manual entry, and what to ask before you choose.

The short version. Of 67 accredited providers, 7 list on their sites a way to enter invoices without an accounting system: a web portal, a file upload or manual entry. Two of them give the first 100 invoices free, which covers most small businesses for a whole year. The directory filters them under "No system".

The other option: a cheap system whose maker is accredited

If you issue more than 100 invoices a year, it is sometimes cheaper to start with a cloud accounting system whose maker is itself accredited, so you get accounting and e-invoicing in one place. Wafeq publishes that e-invoicing is included from its AED 690-a-year plan, and Zoho Books from the Professional plan with 100 free transactions, then 500 for AED 185. Details in our article on self-accredited systems.

What to ask before you choose

  1. Is the portal in Arabic? And who enters the data, you or someone on their side?
  2. How many fields do I fill per invoice? The PINT AE format has more than 150 fields, most of them filled once in the customer record. Ask how many remain per invoice.
  3. Where do my suppliers' incoming invoices land? In the portal or in my inbox? And can I download them to Excel?
  4. What happens after the 100 free ones? Every accredited provider has committed to 100 free invoices a year (Decision 168, Article 9), so the difference is the price after them.
  5. If I move to an accounting system later, can I take my data? Ask for a full export in an open format.
About this list. "Lists" means the provider wrote it on its integrations page when we read it (10 October 2026). We have not tried any portal. Ask for a trial account before you sign.
